I think it depends on which style of symbol you want and you'll want to choose a font that represents the style you're working to produce. There isn't so much one particular ideal font that has the best copyright stamp.

I like to "ghost" my © symbol, by lowering its Opacity, and also doing a bit of an Emboss. I use Arial Black, and at a pretty large size (depends on the resolution of the Image), and I also place in the middle of the Image. That allows a viewer to see the entire Image, pretty clearly, but makes it tough to remove, though certainly not impossible with some work.
As Pete.Green points out, there is no one "ideal font," and even the details of your Image might dictate what works for you.

Thanks Bill, I use opacity also but I am trying to find a font that is, I think the term is "hollow" but PS doesn't seem to have one that works for me.
