What is the Project Preset, chosen at New Project, where you have Imported the AV files? That info might hold a key, to what you are experiencing.
Where did this filmstrip come from? Was it created by Premiere Elements? At what project settings?
When you started the new project -- the one you're dropping your filmstrip into -- which project settings did you select, and did you check the option to Force Project Settings? If you did not select this option, the program will attempt to change the project settings to match your media, something you don't want.
Also, if the problem is that the timeline keeps moving around so that you can't place the clip at the beginning, have you placed the CTI playhead at the beginning of the timeline first (by pressing Home)? By default, the program will try to center the timeline on the CTI's position.

Note that a number of people have also expressed issues with the Retina display. So it could be a problem there too.
