Is the issue happening with Organizer preferences?
Please try one thing. Goto - C:\Users\<username>\AppData\Roaming\Adobe\Elements Organizer\11.0\Organizer and delete -
Relaunch Organizer and see if Preferences now launch correctly.
Yes, it is with Organizer. I tried deleting the files and relaunching, but same thing - froze.
I also tried opening Organizer directly but that did not work.

These is just a shot in the dark.
First, did you repair and optimize your catalog in file/manage catalog. Do this even if it says it doesn't need repair. Try a back up then.
Second, reload the catalog from you previous version with a new name and see if you can back that one up.
I did repair and optimize the catalog a couple of times.
Just found out my organizer crashes everytime I open it! I am in a downward spiral! When I can get that up and running, I will be back to troubleshooting preferences and then hopefully back to the original problem of not being able to backup my catalog. It shouldn't be this hard! Thanks.

Please try launching Organizer directly from its exe with Admin rights?
