For the first time since updating to InDesign 8.0.1 I tried exporting an epub file. The file is generally uniformly spaced, but in some parts I offset long dialogue with an additonal space, generally shown a the paragraph symbol. Exporting with the space works in 8.0, but not 8.0.1. I tried forced line breaks and discretionary breaks and they did not work either. The "remove forced line breaks" box was NOT checkmarked. Anyways, once I reinstalled InDesign 8.0, the issue was resolved and the file exported as I needed it. Looks like this is a programming issue. Not sure if you are the right person to contact. Using multiple returns is not the proper way to create space in any document anywhere but this is especially true in HTML based EPUB or web pages. Use margin-top or margin-bottom in your CSS to get the spacing you need.
