Anyway … the OP states
I'm running 13.0.3.
so the issue is moot, isn’t it?

And to encourage them to switch they release new features exclusively for Cloud users between full releases.
Supposedly there are legal reasons for this, too, though.

Bug reports should, as far as I know, be posted over at
http://feedback.photoshop.com/photoshop_family/
or, if one already exists on the issue, one can add one’s to an existing one.
