Applications don't recognise Flash

I use IE10 and windows 7. I have downloaded Flash several times and it successfully completes.  However, applications i use do not recognise that i have downloaded flash.  Any help will be gratefully received.

What do you mean by applications?

Hi, thanks.  I tried the link and don't see the animation and have tried all the help ideas on that page too - to no avail.  By applications, I mean things like YouTube etc.  i have been able to use these before but for about 2 weeks, they have reported that I have not got Flash Player uploaded.

On your computer, click Start and click Control Panel. Do you see Flash Player displayed there?

Also, ensure that you did the following:
