GPU and memory usage is solely determined by the processing required. If you only render e.g. some simple text, this will of course not consume much RAM while on anotehr project using lots of footage and graphics with lots of effects it may use more. There is no simple explanation here. It will always vary from project to project and there is no way to enforce anything - AE takes what it needs and just filling up all RAM would not speed up processing, anyway...

edit > preferences > memory and multiprocessing, should "render multipe frames simultaneously be check" ? my was checked and the ram allocation per background cpu was 0.75gb
Nope, nothing like that. in your case I wouldn't use MP rendering, anyway. It might in fact decrease performance further. The rest is just as it always has been. AE is not the most efficient tool in that regard. Do a little searching on the forum (via Google), there are enough threads on "best render settings" and "best computer for AE" where my colleagues and I have provided enough guidance over the years here on this forum. also read this for starters:
