What is the SSE Instruction Set, that your CPU supports?
The Q6600 is an Intel® Core™2 Quad Processor Q6600 -- so the program definitely supports it and it has the necessary SSE instruction set. Something else is wrong.
Did you install Premiere Elements from a disc or from a download?
Have you gone to Windows Update and ensured you have all of the non-critical updates, which do not install automatically and often include important drivers and updates?
I also recommend you increase your RAM to at 4 gigabytes. 2 gigabytes is not nearly enough for video editing.

The Elements is on disc. What is the difference between a disc installation and a download one?
I am sure all of the update and drivers is updated.
BTW, the discs come with 2 of them. One is Photoshop, it works well.

The version of Premiere Elements 10 is 64bit. I browsed the disc try to find some usefull information and found there got 64bit in the folder name.
You installed the wrong disc. The 64-bit version of the software will only work on Windows 7 and 8 64-bit.
You should have installed Disc 1, not Disc 2 or 3.
