flash player?

I have tried to upgrade to latest Flash Player multiple times and each time download and install seems to work but programs can't find it to display docs.  What am I doing wrong?

manually download and install the appropriate flash player for your browser:  http://www.adobe.com/support/flashplayer/downloads.html
