I just upgraded to Version 11.
What is the highest level of audio output does it support? The project starting option selections imply it supports 5.1 surround sound.
Is this true or does the sound get collapsed to two channels upon output?

As far as I know, Premiere Elements only outputs stereo audio.

PrE can ingest DD 5.1 SS Audio, but can only output to 2-channel (Stereo). There will be a mix-down.
Even Premiere Pro has that limitation, with one difference. In PrPro, there is an optional (~ US $350) plug-in from Minnetonka Audio/SurCode, that WILL Transcode the output to DD 5.1 SS via a DD AC3 file. That works very well, and most of my Projects have a DD 5.1 SS Master, then I Transcode to the DD AC3, for use on my DVD-Videos and BD's. I also use the Minnetonka Audio DTS Encoder, when I want DTS, along with DD 5.1 SS, but as DTS is a "supplemental" Audio Stream, I must use either Stereo, or DD 5.1 SS as the "primary" Audio Stream, then allow the user to switch to DTS, if desired.
