If you have the perpetual licence you will receive updates at fix problems, but not updates with new features. Those new features will all be bundled together and offered as the next version, in this case CS7.

You rent Photoshop by the month, ultimately paying more in the same amount of time. For that extra money you get the .1 level features sooner.
It used to be a person who was willing to give the full price for a license all up front was the most preferred customer. That's no longer true, as Adobe discovered they can charge even more and get it, and thus make even more money off creative cloud subscriptions.
It seems the public is willing to sign up to pay a certain amount per month indefinitely for just about everything nowadays. And we wonder why people retire broke in these modern times.
