First, zoom in a bit on the timeline so you can see a little better, then post a screen shot of what you see when you cut so we can better understand the exact question.
Cut on audio is spot on with the playhead, but video is off.
If I zoom in more, it may make cut in same place on both, but it will be off about a half inch to right of playhead.
Second shot shows what happens when I delete the gap. (this was NOT the same cut made, but another cut).
I have a work-around, but it annoying and I know this can't be right. It isn't consistent either, because sometimes cuts are spot on. I've tested zooming in, zooming out, using shift K, 2 different computers, etc. Still inconsistet all around.
Make sure the sequence settings match your footage. I've seen similar behavior when the frame rates of media and sequence do not match.

Dont use the "blade". ( Razor Tool). (A crude and blunt editing instrument despite its name)
Position the playhead and use the Keyboard Short Cut for "Add Edit". CTRL-K or SHift-CTRL-K
No need to zoom in to use this tool. The Program Monitor is your friend.
Ensure your tracks are targetted.
Sometimes I noticed that if you CTRL-K, it may not cut it. You need to click on the playhead first.
