That's weird. Try resetting editor preferences. Follow these steps
- Close Elements.
- Launch the Photoshop Elements Welcome Screen and hold down ctrl + alt + shift as you click Editor.
- Continue to hold the keys until you see a message box asking if you want to delete Photoshop Elements settings file; click Yes. Elements will open with default preferences.
Also check the permission of the file that you are opening.
Thank you for the suggestion. I tried those steps, but I'm still having the problem.

Try opening in camera raw from the Editor menu:
File >> Open As
Navigate to your image file and choose camera raw from the file format dropdown list.
If the file opens in the camera raw dialog click the open image button (bottom right) and that will send it into the regular Editor interface where you may be able to re-save another copy.
My operating system is Windows 7.
I was able to open the file by choosing camera raw. I don't see where the open image button is, but this should work for my purposes. Thank you!
I just tried opening another photo by choosing open as camera raw, but it won't work. Seems it only worked on that first picture.
