Help with upgrading a current PC to video editing standards???

My current desktop is a school issue Lenovo ThinkCentre M80 with the following specs:

      • Intel(R) Core(TM) i5 CPU 650 @ 3.20GHz
      • 4.00 GB RAM
      • NVIDIA GeForce 310
      • 1x300 GB Hard drive
      • Windows 7 32 bit Premium

I don't have a ton of money, but I recently got the CS6 suite as a gift and was hoping to upgrade my existing machine. I will be using it for HD video editing and DSLR photo editing. I was thinking about adding/switching:

      • GeForce GTX 470
      • 16GB total RAM
      • Upgrade to Windows 8 Pro
      • 1-2 TB 7200 to 10000 RPM

Will this cut it? Any suggestions for building an entry level video editing machine on a budget? Should I just start from scratch? Thanks.
