The RTE can be configured quite a lot. See  for all the configurations. It is also possible to create your own plugins and register them so that the RTE can use them. See  on how to Extend Widgets.
As mentioned in http://dev.day.com/docs/en/cq/current/administering/configuring_rich_text_editor.html, the plugin ID "justify" has 3 options. I wanted to know if it is possible to add a 4th justify option "justify".
I would want it to act exactly like the "justify" option in microsoft word.

Yes, it is possible to create an extension on that. What you want to do is create your own version of the Justify command (/libs/cq/ui/widgets/source/widgets/form/rte/commands/Justify.js) and plugin (/libs/cq/ui/widgets/source/widgets/form/rte/plugins/JustifyPlugin.js) so that you have a fourth way of handling the justification. So with those files as base, I would do MyJustify.js and MyJustifyPlugin.js and use that in the RTE.
However... looking at the CSS3 spec... http://www.w3schools.com/cssref/css3_pr_text-justify.asp... That kind of functionality is not supported by any other than IE. And in general, that is not the way you design a web page.
