That's probably some 3D program e.g. Cinema 4D's Sound Effector tied to a couple of deformers. I'm not aware that any tool in AE renders blob surfaces in that manner. AtomKraft can, but it needs to import pre-baked particle clouds for this. So no, it's not something you would normally do in AE.
Definitely not AE with standard plug-ins. A mesh deformer linked to audio in a 3D app.
