local sharedObjects are not regular "cookies" although some people call them "flash cookies". Flash manages them, not the browser, so they're quite different. The default behaviour is to create a separate folder for each swf to store its sharedobjects, so one cannot access the sharedObjects of another.
However, you can change this behavior.
Check out the localPath option:
use the localPath parameter to allow all files from your specified location to retrieve your sharedobject.
