If you mean you want to export a still image from your movie timeline, put your CTI on the image and click the "Publish + Share" button. Once you do that, you can scroll to find a still image option.

Are you trying to output a "freeze frame" from your movie?
If so, as Bob says, use Publish & Share/Computer/Still Image.

Yes. That will work too. Though it doens't give you as many options as my method.
I'm also concerned if you can't find the Publish & Share button in the upper right of the program. If you can't, you won't be able to output your finished video.
I was surprised to read that there are two methods. On my computer using HD 1080p60 footage from a Sony camera, the "Tools" method made a 6 mb .bmp file. The "Publish and Share" method produced a 1 mb .jpg.
The "Tools" method provides an option to open the file in Photoshop Elements with no extra steps. There is also an option to insert it into the video timeline.
The "Publish and Share" method has a slider under the advanced button that can "lower the quality" meaning it can make a very small, but usable .jpg. I set it at 50 and the file was 250 kb.
On my computer screen there is a little better color and detail in the .bmp. If I was going to share a snapshot via email I would use the .jpg. If I wanted to post process the "freeze frame" for printing I think I would get a little better results from the larger .bmp file.
