Click the Privileges tab at the top of the welcome page.
Note: Many of the features in phpMyAdmin are context-sensitive. There is a Privileges tab at the top of every screen, but to create a new user account, you must return to the welcome page and click the Privileges tab there.
In my version of phpmyadmin there is not a priviledges tab on the welcome page.
Are you on a Mac?
Not sure you need to bother with the privileges thingy.
I just create a new database and use 'root' for the password and username when I'm connecting to the database using Dreamweaver.

Thanks though because il try what you recommend. Before this I had problem setting up wordpress on dreamweaver because it would not show me all the many related files when i clicked the index.php file near the root. It only showed me five and the other files could not be found.
