Did the client use Adobe Reader or Adobe Acrobat?
If they are reading the PDF on a tablet, like an iPad, the app for tablets and mobile devices treats the bookmarks as a TOC in the app.
I am using Adobe Acrobat X Standard.
Some of the people that receive the document would be viewing it from an IPad, but when I pulled it up to look at it (from the email) on my laptop, it did not work.
What does TOC stand for?
TOC = Table of Contents
iOS devices and android devices do not show bookmarks since the screen's viewing area is so limited.

Yes. I set the initial view for the PDF to show the page and bookmarks. We are running Java 6 Update 38.
As mentioned the apps on the iPxd, iPhone and android devices do not show the bookmark panel. The user needs to open the option that looks like an outline and the bookmarks appear like a table of contents for a book.
The show pages and bookmarks only works for full computer, laptops, and netbooks with the Acrobat or Reader programs or similar programs, not apps for tablets and phones.
