    Can layers have fillable fields?

I've imported a layer from an XI PDF.  The layer contains fillable fields.  When I show the layer, the fields all seem to be read-only.

Is there a way to activate the layer so the user can fill in the fields?

When you use "import as layer" anything interactive on the source PDF is flattened, so form fields, links etc. are removed.

You will have to put the form fields on the original document into which you are importing the layer. You can copy/paste form fields between files, but there are limitations (e.g. you can't copy/paste from an XFA form).
