Could you please be more specific about what you are trying to accomplish?
You can open an arbitrary URL using navigateToURL(). But in the case of two Flex “pages”, it may be better to create a single Flex application with browser back/forward integration built in. Full details for Flex 3 are on labs, and there’s a simplified description here. If you are concerned about the single, merged Flex app being too big, you could try using mxml modules.
I Have an SWF file in which a button is placed(Ex a.swf). On click of that button i want to open another Swf file(Ex b.swf / b.exe)). But the file should be run under (AIR) but not on browser.

To run something in Adobe AIR you need the user to download and install an AIR file that you've created. One your AIR app is installed, there might be ways to launch it from a web page -- but I'm not an expert in this area.
