What audio and video codecs are used in the problem AVI file?
It's likely that the file has multiplexed audio that AE cannot read. Delivery codecs like DivX are completely inappropriate for video production work. Use an external conversion tool (like Quicktime Pro or MPEG Streamclip, to name a few) to convert the file into an intermediate codec. Popular choices are uncompressed AVI, or Quicktime using ProRes, Animation or PNG codecs.
Sorry, but I am not an "expert" at this stuff. How can I find out what audio and video codecs are used?

Also, I recorded this with Fraps if it makes any difference.
According to the Fraps support page:
The Fraps codec (FPS1) is put on the system when you install Fraps. If you've reinstalled Windows you will also need to reinstall Fraps in order to play back your movies.
Please keep in mind that if you want to give your raw footage to another person they will also need to have Fraps installed.
Using such a custom codec underlines my original point. Convert your file to an appropriate intermediate codec in a video conversion application before importing to AFter Effects.
But the thing is, I have AE on my laptop and used to edit .avi videos perfectly fine. I recorded the videos with Fraps and it played back and imported properly. How could this problem ocurr on my new computer?

That's a blody mess. Get rid of the stuff, reinstall AE, install the FRAPS CoDec by itself.
