Most likely a GPU driver issue if it crashes when you open a file. Check the makers website for updates.
You can try unchecking use graphics processor in preferences/performance. IF that helps in advanced use Basic.
Welcome to the forum.
I would start with this FAQ Entry: http://forums.adobe.com/thread/1042147?tstart=0 and supply as much info, as you can.
I would also look in Windows' Event Viewer, in both the System and Applications Tabs for any warning, or error messages, around the time that you could not launch PS. If any have links, be sure to follow those. This article will give you some tips: http://forums.adobe.com/thread/446365?tstart=90
Also, PS is very critical of video drivers. When you list info, please include all details of your video card and installed driver. This article will give you some background: http://forums.adobe.com/message/4137087#4137087
Last, PS is very sensitive to installed fonts, so please see this article: http://forums.adobe.com/message/2186476#2186476. It was written with Premiere's Titler in mind, but PS is very sensitive to bad, or corrupted fonts, too.
