Is your Tools bar actually docked to the left edge? Sounds like it is only floating at the left. Drag it left, as if taking it out of the screen until it docks.
On second thoughts, maybe it is docked and you need it floating. If so, then drag it right by the little handle at its top to unsnap it from the left edge.
It was docked at left, docking sees images hide the toolbar, I have undocked it now and positioned the palette very near the edge and images slide underneath.

Not sure if docking means hidden from view was intended by Adobe but if not then they may wish to fix this in an update.
At least there is a fix/workaround.
I spoke too soon, next day I did a save and my image seemed to vanish behind others, sorting through I found it again, but now it covers tols palette with palette floating or docked.
Adobe need to make the tools palette stick on top, there is no way of keeping it there it would seem. This obviously is a gremlin in CS4.
Does it do it in CS5 or CS6 ?
CS2 was ok.
