First, go download and install all the Photoshop updates.

OK, updating rules out a lot of issues.
Since you just repaired a virus/malware infestation -- most likely some of your files are corrupt.
Now the most likely cause is a corrupt activation database file.
Second most likely cause is a corrupt DLL.
I would have thought that running the cleaner tool and reinstalling would clean out all the related files (database and DLL).
You probably need to talk to the install/activation folks to see what might be going wrong with the activation DLL (we can't really help with that from the Photoshop side of things).
Would it be easier to repair windows and try again, or if I have to, re-format and reload windows then try again? I only use my laptop for downloading photos at events so won't loose anything critical.
