Restart Premiere while holding down alt+shift until welcome srceen.
See if that will help
That didn't work.
Under Window>Workspace... make sure Import Workspace from Project is unchecked.
Then start a new project and reset the Workspace.
Then open the problem project.
Just tried that several time to no avail. This seemed to happen as I was connecting to an external display, but I have disconnected that, rebooted, and still the same issue.
Post a screen shot. Let's see what you see.
Premiere remembers the last worksapce used. I made my the main Premiere Panel on the left monitor (the one with the main taskbar, so I couldn't control anything in Premiere) totally disappear the other day. Try adjusting your monitor resolutions from desktop... I went down to 900x600 resolution, then opened up premiere and moved other panels around to reveal the missing one. I dragged that back over to the left monitor and maximized it, then quit, and changed resolutions back to normal. Worked. I use a PC though, so not familiar with Mac.
You might also look up what keyboard shortcuts affect workspaces and panels...
Hey steve was there ever a resolution to your problem. I have similar on a mac. I just get the Premiere Pro tab appearing along the top when I open up a project. Initially I was getting just a bin panel from the media browser - resetting workspaces didnt bring back the timeline or any of the other panels?
Please let me know how you resolved the problem.
I never found a solution. Had to open on another computer. Also. Upgraded to CC and no issue.

Thanks Steve. Not promising for me. I have uninstalled the Creative suite CS6, used the Adobe cleaner and re-installed. The same problem? Please help somebody.
