Will a xeon processor work well?

Hey forum!  I was reading on TomsHadware a suggestion for a budget video editing build.  I'm doing old school video produciton, DV via firewire, documentary style educational media.  I'm using Adobe CS3.  I'm on a barely adequate Dell Optiplex 760 which believe it or not, has been able to handle the modest video editing projects I've had so far.  I recently bought CS6 and will probably be getting into the newer formats in the future.  So, what do you think about this for a low budget build?
