Check this tutorial on Parenting from Andrew Davis:
Place your video above the JPEG BG on the right place(where you want it to be) and then Parent the Video to the JPEG BG.

I must have done something in my original comp to mess it up. When I moved the BG layer (rather than the camera), the child layers stayed with it. However, if I moved the camera, the child layers did not stay with it. I just started a new comp with only a few layers and was able to move the camera while keeping the child layers attached to the BG.
Can't figure out what I did wrong? Any ideas? Everything looks identical between the two comps.....but one works and the other doesn't:
- Camera parented to null layer
- Null and subsequent layers 3D
- Layers parented to BG layer (jpeg)
- Movement via null/camera layer
Just don't want to get further into this and have to start over again.
A screenshot of Timeline would help.
Figured it out. I actually did not have a couple of my layers as 3D....which happened to be the ones I was parenting to the BG.
