What operating system?
Check your document preferences:
you can set the distance between spreads there.
And for scrolling:
on my MacBook Pro I can go from spread to spread by pressing fn + alt + arrow down (or: arrow up).
shift + fn + arrow up brings me to the first spread
shift + fn + arrow down brings me to the last spread
Try exporting to .idml and open that....

I have checked preferences but I could’t find it. Could you show me where to do that?
For scrolling I already use these shortcuts but once in a while I use the scroll button on my mouse.

The suggestions were all for CS4, CS5, CS5.5 and/or CS6; that's why you could not find any of them.
@Theknight31600 – for the document preferences: you should find the distance under "Guides & Pasteboard" in the "Pasteboard Options:"section at bottom of the dialog. Reset the "Minimum Vertical Offset" to a different value…
And since you are working with InDesign CS3, you could try a Export to INX (and open that again) as last resort…
