Did you try re-entering your serial number?
There was a bug with some versions where they would "forget" that you had done that.
Assuming entering your serial number gets things working, make sure you update to the very latest Photshop update, where they've fixed that bug.
Thanks for your reply, you're the only one who has.
Right now I get a pop up that says my trial has expired, it gives me the
option of subscribing to Creative Cloud. At the bottom of the pop up it
asks if I want to license this software, if I follow what you're saying you
want me to go into there and re-enter my s/n.
I checked in my Adobe account and the s/n is listed there.
I'm concerned that its going to view this as loading it on another computer.
If you want to be sure it hasn't used up the second of your two activations, there is only one thing you can do: You need to call Customer Service and ask them to check it.
Let them know you've just had to reactivate the software on the same machine and want to ensure you still have one left. They're usually pretty good about supporting people on activation issues.
What OS version, and have you installed all the Photoshop updates (you should be on 13.0.1 for Widnows, 13.0.4 for Mac, 13.1.2 for subscription/cloud).
