You are right, there is not a Google image finder like the tablet version. You can recommend the feature to be added in the Ideas section of the forum. There is an ideas list specifically for Photoshop Touch for the phone. There are a couple of ways to find it. You can look at this pod on the PS Touch - phone forum main page:
As you see, the pod contains the most recent ideas that the community has posted. It also contains a link to the entire set of ideas. Click Show All to get to those. PS Touch for phone Ideas is where people can vote for their favorites and submit new ideas.

not only that i'm not able to share directly to PS touch from an internet image like i can with other programs on my Galaxy S3.
I know what you mean:
Use case - you are in your phones gallery app and find a photo that you'd like to edit in photoshop. You click the share button and there is a list of apps that you can open up the image in (afterfocus, pixlr, google + etc etc), but photoshop isn't there.
Not sure why as it seems to me that this is a fairly likely use case.
