I know there are at least a couple patterns under the FX option. (And you can, of course, import your own textures/patterns via Creative Cloud or other methods like Dropbox or direct transfer from your desktop PC.)
You're free to do whatever you want with the pattern, including copying/pasting it elsewhere (e.g., on a new layer, elsewhere within a layer, within a selection, etc.). Like any other creative tool, it requires a little know-how of PS Touch's tools. Learning by doing on test images is the best way that I know of.
Its not possible to define a fill pattern like you can in the desktop Photoshop, there are some options in the Fx section like Warunicorn describes. You can use Clouds with the Fill command. This would make a good feature request.
