I guess this error is shown when you are trying to register PSE11. If that is the case, you can 'skip' the step as of now and can deal it with later. Let me know if you are talking about some other scenario.
negativ. This message is displayed when I try to login to purchase the product. Looks like that the Adobe System is checking my current destination and the destination of my account - which wouldn't make sense since I can also purchase products while beeing on the roas.
Did you purchased PSE from US or singapore ?
If you purchased it outside Singapore and now trying to purchase the upgrade from singapore then i will advice you to contact the support as it need the updates in your account details.
