Using two parameters may be undocumented because either (1) it was an oversight; or (2) it has a bug or is incomplete.
The only 'bug' I am aware of using random() with two parameters is if both numbers in the range are negative, and the first number is closer to zero than the second (in which case random() will return something truly random!)
