But you can create an Import Preset for your import settings. The Import Preset can include a develop preset, and all other settings that you use generally.
To create an Import Preset click on the small double triangle at the center bottom of the Import Dialog, in the black bar where it says <Import Preset>. Then select <Save Current Settings as new Preset> and rename it descriptively. See Screen shot:

I have selected that preset and done my import but Lightroom doesn't always keep that preset as my default meaning I have to ensure I select my Custom Preset or nake sure it's selcted when doing the import.
