I just did a test in InDesign CS6. I took one of the buttons from the Sample Buttons and Forms library which had a Go to URL action, and changed them from On Click or Tap to On Rollover. And, indeed, what you found is what happens: The action is discarded.
I have not heard of any workaround for this behavior. I think it's hotwired into buttons, with no settings to change this.
Yes, that's the problem - it seems I'll have to redo every button by hand instead.

Action in your onClick event is not destroyed when you change it to onRelease. If you go back to onClick, your original action is still there. That´s a feature of InDesign, you can set multiple events for one button.
I´m quite sure that you could batch change the event type with a script. I think you should ask that on scipting forum...
Thanks Petteri - that's what I thought might be the case. I wonder if there is an easier way to "move" actions from one event to another?
