There is no way to lock a track in Premiere Elements -- so something else must be going on.
Can you post a screen capture of your timeline with this clip selected?
Hi Steve, I'm looking forward to getting your books on PE11 on Thursday -
I have to admit, it has been a few years since I've editied so sometimes I miss basics but this is strange. Slide 2 (where CTI is parked) is the area in questions, as you can see it is an inserted clip. I was told last week PE11 disn't lock tracks, so how I managed to lock this track is a real mystery. As you can also see, I need to adjust the audio. It is only a guide track, so I will do another readthrough when I've finished editing, but every time I get to that spot, my ears bleed.

You apparently have several clips selected. Try clicking off the clip so that none are selected, and then try selecting the clip again.
If it still selects all of the clips, it could be that they're grouped. Right-click on them and select Ungroup and try again.

It was grouped. Like I said, I'm kind of (re)New to editing - so rookie mistakes.
