Flash runs under Chrome but not under IE9

In Adobe Help, Flash Player In 3 Steps, I am getting an empty/blank box in step 1.  AFP 11.6.602.180,

W7 6.1.7601, IE 9.0.8112.16421.  What is causing this rejection?
