Put the graphic frames on a master page. Make any adjustments there.
So I can put graphic frames on a master page, but NOT place any graphic into them. Later on the actual pages (not the master) I can place individual graphics into them. Still later, if I want to nudge a certain frame upward on ALL pages, I just go to the master page and move the frame, and that will move on all pages every graphic put into that frame on each individual page then?

That's how it works. As long as you don't move or resize the frame on the document page it will retain a link to the one onthe master and it will do exactly what you want IN THAT PARTICULAR DOCUMENT. Adjsuting the template document on which you base other files will have no effect on any files alread made from the template.
