This is not actually Adobe support, this is a user to user forum with the space provided by Adobe (if Adobe staff do post here, it is very rarely)

Exit Code 7 indicates that the installation finished with errors. However, the exit code itself does not indicate the type of error that occurred.

This solved my install problem. I needed to download the install patch. Note there are 2 solutions: 1) the install patch and 2) download PE 10 trial and enter my serial # to convert to licensed product. Option 2 isn't available anymore; I only seem to find a link for downloading a trial of Premiere 11. Also, the pictures are blank for the description of the install patch solution but fortunately the text description is adequate.
