The dots you see means that is in a master page. Open the page panel and you'll see the master page used in the layout. You can make the changes in the master page.

also to edit 'master page items' for example you do not want the 'book name/chapter name' on a page, let's say that you want to place a full page food picture on...
in the pages panel < right click on the specific page (or spread) < select 'override all master page items'
from there you can go to your page and edit independently.
There is virtually never a reason to override all master page items, and it's almost always a bad idea to do so. Individual master objects can be overridden locally on the document page, if necessary, by Shift + Cmd(Ctrl) clicking on them.
