A direct export should not need AME to function. If a direct export is giving your trouble, that suggests something is wrong besides AME. If no one has any better ideas, it might be worth a reinstall.
I guess I should say, I've already uninstalled and reinstalled Premiere, and Manually downloaded the Extenstion Manager Update and installed that, event though it wouldn't allow me to specify where to install it, as my programs live on a different drive than windows.

That could be an issue. I'd recommend leaving Programs and My Docs right where Windows originally put them.
Well... an uninstall and reinstall of the entire creative suite on my system drive was succesful although not optimal as I use my system SSD for caching also. I hope this is something that will be fixed. Why would adobe give you the option to choose where to install if it doesn't work if you install it somewhere other than 1 place.

As you can see, you put the OS and programs on the C: drive, but little else.
