Can't Download Flash

Hi - I'm running Windows 7 64 bit with Firefox 19.0.2. I'm trying to download Flash but all I get at the download page is this:

PLEASE NOTE, DEPENDING ON YOUR SETTINGS, YOU MAY HAVE TO TEMPORARILY DISABLE YOUR ANTIVIRUS SOFTWARE.

I'm using Norton and have manually disabled the anti-virus and firewall. I've gone into Firefox and disabled Ad-Block. I've gone further into the Norton settings to disable any of their web browser protection. I've temporarily disabled all I can find. I've checked to make sure that Java Script is enabled. I've gone through every suggestion that your FAQ's suggest and then some. I've refreshed the download page numerous times. I've closed the site and then Googled it again with the same message above.

Any suggestons?
