The Product Improvement Program will only show up once, and the value you selected is remembered in preferences.
If it shows up again next launch, then something is wrong and your preferences are not being saved.

I don't know about permissions problem. This just started today.
Yes, I have all Photoshop updates installed.
I just renamed the preferences file _old and restarted Photoshop and it still keeps popping up.
I did check the permissions and they are read and write on the preferences file.
Any other suggestions?
Check permissions on the preferences folder. (because they may be written outside of the Photoshop prefs)
If that is good, then I'm out of ideas.
Are you quitting Photoshop properly? Preferences are saved only on an orderly quit of Photoshop. If you are crashing or force quitting, or even worse by powering your computer off, your preferences are not being saved.
