I changed nothing on my YouTube account -- I uploaded a video on Tuesday from Premiere Elements 9 - and it works perfectly. I've been uploading these types of highlight videos for about 3 years - and I know that the settings can be "tricky" -- I just don't know what changed from version 9 to 11??

It's not Premiere Elements that's changed. As the link above indicates, it's a restriction YouTube puts on your video due to use of copyrighted material (video or music).
Did you add music to your video? If so, what is the music, and where did it come from?
I appreciate what you are both saying -- but it is not the music that is the problem. The video itself is NOT blocked - you can view it on a computer -- but when you try to view it on ipad/iphone the message says, "not available on this platform". Here is a link to a video I did in Elements 9 on Tuesday:

The "raw files" are both adobe flash.flv -- it's just not making sense...

If you have music that is © in the AV file, it is that content that the © holder has blocked from portable devices.
As a test, upload the same Video, but without any Audio (or replace the Audio, with say a SmartSound composition), and see if that Video-only (or with royalty-free music) will then play on a portable device.
