I'm not much of a networking guy (don't understand user rights and what not), but I checked the rights on my CF root folder and here are the users on it:  (I am on Win 7 Pro x64)

ADMINISTRATORS (LOCALMACHINE\ADMINISTRATORS) (Full Control)

USERS (LOCALMACHINE\USERS) (Read & Execute, List Folder Contents and Read)

We're not behind a proxy, but I am behind a firewall (and we currently have an issue with JUST ME where every 3 hours, the firewall forgets who I am and requires me to re-authenticate to get to the internet)  That is being worked on.

I will download and manually apply the Update 8.  Thank you very much for the link.

I manually installed the update and now ColdFusion Application Server Service cannot start.  I asks me to check the Event Viewer, which reports back the following:

The description for Event ID 259 from source ColdFusion 10 Application Server cannot be found. Either the component that raises this event is not installed on your local computer or the installation is corrupted. You can install or repair the component on the local computer.

If the event originated on another computer, the display information had to be saved with the event.

The following information was included with the event:

I ran:

net start "ColdFusion 10 Application Server"

and it returned:

Also, let me just show you the message that comes up when I try to navigate to a ColdFusion application URL on my server:  (btw, I find it somewhat funny since it's bad English... it should say "Service Temporarily Unavailable!")

I now feel that the Update 8 is defective.

I performed a full uninstallation of ColdFusion 10 from my computer.  I then re-downloaded the 64-bit ColdFusion 10 file, installed it as Developer Edition and had no issues whatsoever.  I launched into the CF Admin, finished auto-configuring the server, and at that point, everything worked fine (though I had 7 update warnings as I was at version 1)

I then downloaded the hotfix_008.jar file, copied it to my CF installation root/jre/bin, opened a command prompt, changed me working directory to the aforementioned and ran:

java -jar hotfix_008.jar

The installer came up and I went through the steps outlined in the process, successfully applying the update and being notified that my CF services are being restarted and to try them shortly.

Sure enough, the CF Application Server Service failed to start (with the same error) and navigating to the CF Admin resulted in the exact same error.

Thank God I tested this on my local machine before having it axe my 2 production servers!

After doing many selective startups, I've found the following:

With ALL SERVICES DISABLED, then manually starting CF10 services, the application DOES load (though VERY slowly more than normal on first load)

We are running Symantec Endpoint Protection and I was on a client install (rather than server-pushed) of version 12.1.671.4971.  I uninstalled that, restarted the computer and CF (update 8) was still working.  Then, I had the server push down a copy of Symantec Endpoint Protection (v12.1.2015.2015) and restarted.

Upon boot, I tried CF again and everything seems to work.

I have been looking all over Symantec's website but cannot seem to confirm/deny whether version 12.1.671.4971 is compliant with JRE 1.6 (since Update 8 upgrades you to JRE 1.7).  This MIGHT be the reason why.
