What operating system are you using?
When say latin, do you mean Latin American on a us english system or.....?
windows 7 english, photoshop cs6 master collection english, keyboard portuguese.
I tried on a windows 7 system with photoshop cs6 using the input keyboard set to portuguese as i have an us english keyboard and it seemed to save the shortcut after a restart.
Have you tried setting any other keyboard shortcuts to see if they are saved after a restart?
yeah, I tried with any kind of possible shortcut and they work fine.
I have tried to do the same change on my co-workers PS and i get the same error...

I wonder if it might work with a script like below
var idCrop = charIDToTypeID( "Crop" );
var desc123 = new ActionDescriptor();
executeAction( idCrop, desc123, DialogModes.NO );
Copy the script above into extend script cs6 and save the script with a name like Crop.jsx to your photoshop cs6 presets>scripts folder.
(any name as long as the .jsx extension is used)
(you might have to run extend script cs6 as an administrator to save the script into the photoshop cs6 presets>scripts folder)
Then start/restart cs6 and the script should show under File>Scripts and see if assigning your shortcut to the script works.

I follow all the steps, and it worked fine..until i restarted photoshop!
When i open the keyboard shortcuts panel i sadly found that the same issue applies to the script.
Ps: i didn't know about the scripting thing, i am amazed!!!
Thanks anyway for your help!!! I will try to resolve my issue with a fresh Ps install, and change my language setting to English.
