Unable to use Flash Player

It seems that I am able to download and install Flash Player, and it is there in the Programs.  It says Installation Successful.  Yet whenever I go to a website that needs Flash Player, it says Flash Player is needed and must be downloaded and installed first.  This has been going on for several months, and I am unable to view any websites requiring this software.  I have uninstalled and reinstalled hundreds of times.  OS is Win 7, latest version.  IE is 9, latest version. Help!
