There should be a new beta of Flex Builder out before the current beta (beta 2)expires. I believe that Flex Builder 3 Beta 2 is a 60 day trial period, so you should be able to use it for 2 months from the date that you install it. After that date, you may need a valid Flex Builder 2 serial number.
Also, Adobe recently announced plans to offer Flex Builder 2 free for Students (I'm not sure of all the details, but see http://weblogs.macromedia.com/flexteam/archives/2007/10/flex_builder_fr.cfm and http://biz.yahoo.com/bw/071024/20071023006845.html?.v=1 for more information)
Also, I believe that the SQLite features are only available when working on Adobe AIR projects, and not Flex projects being published for the web.

Just to add to Peter's comments, the Flex SDK is totally free. So, if you want to use it without an Flex Builder, you are free to do that.
